The 12 pilot areas are: Hebei Province, Shijiazhuang City, Hebei Province, Qinhuangdao City, the Inner Mongolia Autonomous Region Hohhot City, Heilongjiang Province, Qigihar City, Jiangsu city of Changzhou Province, Zhejiang city of Jiaxing Province, Jiangxi city of Ganzhou Province, Shandong city of Yantai Province, Shandong city of Tai'an Province, Guangdong City of Shenzhen Province, Sichuan Province, Panzhihua City, Gansu province Lanzhou city (Lanzhou District).

3. operation treatment: at least the daily living activities equipment, hand function training equipment, simulated occupational equipment and so on.

4. speech, swallowing, cognitive therapy: at least with speech therapy equipment, swallowing treatment equipment, cognitive training equipment, non-verbal communication treatment equipment, and so on.

5. traditional rehabilitation treatment: at least with acupuncture, massage, Chinese medicine fumigation (washing) steaming and other traditional Chinese medicine rehabilitation equipment.
